Why this belongs in Drop 1
It keeps CUSTOS in the original question lane: who watches power, who verifies the watchers, and what guardrails exist before we claim the answer.

- No fake Latin or misspelling
- Works as a black/bone/gold tee without too much red
- Can share assets with current QUIS hat/sleeve work

This concept is public on the website now. It is not customer-buyable until Shopify storefront/password/payment work is complete and a real product listing/sample proof exists.
